Song Sparrows flit through dense, low vegetation or low branches, occasionally moving onto open ground after food. Flights are short and fluttering, with a characteristic downward pumping of the tail”- http://www.allaboutbirds.org/guide/Song_Sparrow/id

This one was hopping across the ground looking for yummy insects to eat, it’s tail going up and down with each hop.
